Goals:

HEALTH SCIENCES SUBDIVISION
BYLAWS
ARTICLE I - NAME
The name of this Subdivision shall be the Health Sciences Subdivision of
the Iowa Library Association.
ARTICLE II - PURPOSE
The purposes of this Subdivision shall be to promote health sciences
library services; to provide a forum for exchange of ideas; to monitor
and make recommendations regarding legislation affecting Iowa health
sciences libraries; to develop and strengthen relationships with
cooperative and network activities within Iowa and the nation; and to be
an effective part of the National Network of Libraries of Medicine
Greater Midwest Region
(NN/LM GMR).
ARTICLE III - MEMBERSHIP AND DUES
Section 1. Membership shall be available to personal members of the Iowa
Library Association (ILA) who are interested in health sciences
librarianship. All ILA members who indicate interest on the ILA
membership form shall be members of the Subdivision upon payment of
dues.
Section 2. Each Subdivision member shall have one vote.
Section 3. Dues for the next calendar year shall be set each year by a
majority vote of the Subdivision members present at the Subdivision
Annual Business Meeting, and shall be payable with ILA dues.
ARTICLE IV - EXECUTIVE COMMITTEE
Section 1. The Executive Committee of the Subdivision shall consist of
the Chairperson, Vice Chairperson, and Secretary-Treasurer.
Section 2. The Executive Committee shall meet at the Annual Conference
of ILA, and at other times at the discretion of the Chairperson.
Section 3. The Executive Committee may call meetings of the membership
in addition to the Annual Subdivision Business Meeting.
Section 4. The Executive Committee shall have the power to act on behalf
of the membership of the Subdivision between meetings of the
Subdivision.
ARTICLE V - OFFICERS
Section 1. The officers shall consist of the Chairperson, Vice
Chairperson (who shall be Chairperson-Elect), and Secretary-Treasurer.
Section 2. Officers shall be nominated by the Nominating Committee (see
also Article VII). Nominations shall also be accepted from the floor at
the Annual Subdivision Business Meeting. Consent of the nominee must be
obtained prior to nomination. Election shall take place at the close of
nominations during the Annual Subdivision Business Meeting.
Section 3. Officers shall serve a one-year term beginning January 1
following the meeting at which they were elected. Officers shall not
serve more than two consecutive elective terms.
Section 4. Qualifications for office consist of paid membership in ILA,
membership in the Health Sciences Subdivision, and willingness to serve.
Section 5. Mid-term vacancies shall be filled by the Executive
Committee. The Chairperson shall be replaced by the Vice Chairperson.
Such appointees shall complete only the term for which they were
appointed.
Section 6. Duties of the officers shall be those normally pertaining to
their respective offices.
ARTICLE VI - MEETINGS
Section 1. There shall be an Annual Business Meeting of the Subdivision
during the Annual Conference of the ILA. Other meetings may be called
by the Executive Committee as deemed necessary to conduct the business
or the programs of the Subdivision.
Section 2. A quorum shall equal the number of members attending the
Annual Business Meeting. A simple majority shall decide an issue.
Section 3. The Subdivision may conduct programs at the ILA conference,
planned in cooperation with and approved by the ILA President.
ARTICLE VII - COMMITTEES
Section 1. Standing Committees
A. The Nominating Committee shall consist of the Chairperson, Vice
Chairperson, and one other member appointed by the Vice Chairperson.
This committee shall serve a one-year term. The Vice Chairperson will
serve as the committee chair.
B. The National Network of the Libraries of Medicine Greater Midwest
Region(NN/LM GMR) Committee shall consist of:
1. Executive Committee of the Subdivision.
2. One NLM resource library representative to be appointed by the
director of the resource library. In the event that there is more than
one NLM resource library, the representative will rotate as needed.
3. One State Medical Library Representative to be appointed by the
State Librarian.
4. One GMR State Representative elected at large by the membership in
accordance with Article V, Section 2.
5. The Chairperson of the Committee will be elected by the members of
the Committee.
6. Terms of office
a. The Executive Committee members shall serve for their term of
office.
b. Other members of the Committee shall serve for a period of four
years.
7. One person may serve in more than one capacity.
Section 2. Other Subdivision committees may be appointed by the
Chairperson as recommended by the membership or the Executive Committee.
ARTICLE VIII - DISSOLUTION
Section 1. The Subdivision may be dissolved by membership vote at an
annual business meeting.
Section 2. The Subdivision will be dissolved by the ILA Executive Board
if membership falls below 15 and remains below 15 for the three-month
period between May 1 and July 31 of any year, or if the Subdivision
fails to provide a required reports to the ILA Executive Board.
ARTICLE IX - AMENDMENTS TO THE BYLAWS
The Bylaws may be amended by simply majority vote of the members
attending any Subdivision business meeting. Proposed changes must be
submitted to the membership in writing at least 30 days prior to the
vote.
ARTICLE X - PARLIAMENTARY AUTHORITY
The rules of order governing the Subdivision shall be Roberts Rules of
Order Newly Revised, in all cases where they are applicable and when not
in conflict with the bylaws of the Subdivision.
